Pedro’s disability characteristics and needs suggest that he would fit somewhere in quadrant 2 or 4, based on his "high" special education needs. But which quadrant is best for Pedro? Are his English language needs low or high?
Each student is unique, with complex disability and language issues. Further, states have different criteria for decision makers to consider. All of these together mean that collaborating with others to discuss a student's individual needs is a best-practice.
